Pastoralism and Livestock Adaptation to Climate Change in Eastern Africa Programme (PLACE)

Background

IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) is a partner in implementation of the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU) programme designed to strengthen the resilience of pastoralists in Eastern Africa. The initiative, named “Pastoralism and Livestock Adaptation to Climate Change in Eastern Africa Programme (PLACE),” is designed to address the challenges in developing sustainable, climate-resilient pastoral systems across the environmental, economic and social dimensions of pastoralism in the face of a rapidly changing climate. The project will be implemented in four cross-border cluster areas; Bahr el-Arab, Karamoja, Mandera and Mara-Serengeti Clusters, covering seven countries; viz, Ethiopia, Kenya, Somalia, South Sudan, Sudan (the), United Republic of Tanzania, and Uganda.

Budget: 2,510,898 USD

Project Period: 36 Months (1st July 2025 – 30th June 2028)

ICPALD’s Role

ICPALD will contribute to the PLACE programme aim of creating sustainable, climate-resilient pastoral systems in eastern Africa, benefitting at least 100,000 households.

Objective

Strengthening resilience and improving food security for pastoralists through climate change adaptation and inclusive natural resource management.

Project Objectives

To build capacity for locally led and managed programming
To strengthen social cohesion as a foundation for resilience programming
To expand conflict-sensitive and inclusive livelihood & employment opportunities in cross-border areas
To improve conflict-sensitive management and equitable sharing of natural resources in cross-border areas
To enhance collaboration and learning across all activities and investments inclusive of cluster stakeholders

Expected Outcome

Outcome 1: To improve pastoral ecosystems management to be able to withstand and reverse rangeland degradation and contribute to a neutral carbon balance (environmental pillar)
Outcome 2: To create income-generating opportunities from the pastoralist value chain based on circular economy principles with a focus on supporting women and youth (economic pillar)
Outcome 3: To strengthen advocacy and policy implementation for pro-pastoral development contributing to cross-border peace and security (social pillar)
