Representatives of the Djibouti National Assembly and representatives of the Ministries of Agriculture, Livestock and Fisheries, Foreign Affairs, Justice and Panel Affairs and Interior; upon completion of a National High Level Meeting on IGAD Transhumance Protocol held on 17th – 18th May, 2023 hereby make the following resolutions and recommendations:
1. Observing that, the IGAD Protocol on Transhumance is a long overdue facilitative and regulatory framework for this region towards a sustainable pastoral system and livelihoods;
2.Recognizing that Djibouti has signed the IGAD protocol on Transhumance;
a) Applaud the Minister of Foreign Affair for signing the Protocol on behalf of the Government of Djibouti;
b) Call upon the Ministry of Agriculture, Livestock and Fisheries to ensure ratification of the Protocol by fast-tracking the process in consultation with the various interested department and stakeholders;
c) Upon ratification, call upon the ministry of foreign affairs in collaboration with the Ministry of Agriculture, Livestock and Fisheries to lead the process of establishing bilateral agreements with our neighboring countries of Ethiopia and Somalia to roll out implementation of the protocol;
